Who we are
The company is run by Martín Illanes and José Tomás Aguilera. We develop projects for clients and our own products: digital tools, data systems, and publications.
We start by understanding the problem and the people who face it. The work can include research, solution design, development, and operations, depending on what each project needs.
How we are organized
Círculo de Santiago SpA is the parent company of Compañía de Innovación de Santiago SpA. The Company handles the group's technology operations.
Compañía Chilena de Inteligencia de Datos SpA is a separate company, technically operated by the Company. We keep the ownership, operations, and responsibilities of each company separate.
Where we work
We work from Santiago and design for the Chilean context. Our projects combine public data, research, digital publishing, and tools for everyday work.

Chile and English-speaking countries
Chile and the United States have had a free trade agreement since 2004, with chapters on cross-border services and electronic commerce. Canada, Australia, New Zealand, and Singapore are parties with Chile to the CPTPP, and New Zealand and Singapore are also members with Chile of the Digital Economy Partnership Agreement (DEPA). Chile and India have had a partial scope agreement in force since 2007.

International billing and payments
Compañía de Innovación de Santiago SpA is authorized by Chile's tax authority, the Servicio de Impuestos Internos (SII), to issue electronic export invoices and the related electronic debit and credit notes. We also work with suppliers outside Chile and document each import under the rules of the National Customs Service (Servicio Nacional de Aduanas) and the SII.
Depending on the type of service, how the National Customs Service classifies it under Article 12 E No. 16 of Decree Law 825, and the tax treaty to avoid double taxation between Chile and the client's country, a sale may be exempt from Chilean value added tax or carry a lower withholding in the client's country. This is reviewed for each contract. According to the SII, Chile has double taxation treaties in force with the United States (applied in Chile since 2024), Canada (since 2000), Australia (since 2014), New Zealand (since 2007), and India (since 2023). Chile has no such treaty with Singapore.
Online payments are charged in Chilean pesos (CLP). To pay in US dollars (USD), euros (EUR), or USDC, arrange it by email.
Clients outside Chile can contract software development, IT consulting, data processing and hosting, web portals, and engineering consulting. To hire us from abroad, write to hola@innovacionsantiago.cl. We send a quote, then sign a contract, and invoice with an electronic export invoice. Tax documents are issued in Spanish.
